Fraud and Verification
What we have issued. What we have not.
We live in a scam culture, and an open institution with a public name will be imitated. This page is the standing public record of what is verified through ARC Open Governance and what is not, so anyone can check a claim against it in under a minute.
What we have not issued
No token of any kind
ARC Open Governance has issued no token, no coin, and no digital asset, and it operates no sale, no presale, and no airdrop. A unit of account for witnessed contribution is designed and recorded in the founding documents, and it is not activated, not transferable, and not for sale, with activation gated on counsel. Anything offered today under the ARC name as an investment or a token is fraud, whoever offers it and however official it looks.
No sellers and no solicitations
Nobody is authorized to sell anything in the institution's name, to raise investment for it, or to promise returns of any kind. Nobody from the institution will contact you privately to offer an opportunity, ask you to connect a wallet, or request a private key, a seed phrase, or a signature on a transaction. A message that does any of those things is an impostor, and the correct response is to stop and to check this page.
No certifications beyond the record
The institution certifies nothing that is not on its public record. A product, a service, a node, or a person claiming ARC certification, partnership, listing, or endorsement that cannot be found in the registry or the ledger is making an unverified claim, and the claim should be treated as false until it can be found there.
What is verified through us
The complete list is short, and its shortness is the protection. The registered nodes stand in the public registry, today nodes 001 and 002, and no others. The founding release is verified by its digests, the archive at SHA-256 72d07526dc43eac89ccaca6772eaa16c48d8f66e1d623be6dbde593fab8c10dc and the manifest at SHA-256 cc00f45617177c10b99f8a30887d033d4e4605121351a2e01928eb84ff17a2f7, checkable by the path on the examine page. The institution's homes are this website and its GitHub organization, arc-open-governance. Donations, when they open, will be taken only through the support section of this website, and they are not open today. Everything else is not us.
Why settlement is the lesson
Fraud lives in the gap between a claim and a settlement. A claim is anything anyone can produce in seconds, a screenshot, a document, a confident message, a token with a familiar name. A settlement is different in kind. The act was proposed, its authority was checked against stated relations, it was admitted under rules that were published in advance, it executed, and the evidence was bound into a record a stranger can verify without trusting the claimant. Treating a claim as if it were a settlement is the single move every scam in this culture depends on, and refusing that move is a habit anyone can learn. Before value moves, ask where the settlement is. If the answer is a screenshot, there is none.
That is why this institution builds the way it does. Its own acts settle into a signed ledger. Its releases seal against digests anyone can recompute. Its registry admits nodes by signed proposal and public verification, never by announcement. The machinery is the teaching. An institution that asks to be verified is showing you the standard to hold everyone else to, starting with the impostors using its name.
Check before you trust
Three checks cover nearly every claim, and each one can be run by anyone in minutes.
Find the node in the registry
If the node is not in the public registry, it is not registered, whatever its messages say. Registration is a settled record with a number and an address, and it can be checked directly.
Find the act in the ledger
If the act is not in the founding ledger, the institution did not do it. Every consequential act of the steward is a signed and hash-linked entry, and a claim with no entry has no institution behind it.
Recompute the digest
If the digest does not recompute to the published value, the file is not the sealed file. The check takes one command and no trust, and the Examine page teaches it step by step.
Claims that survive all three checks are ours. Claims that fail any one of them are not, and no urgency, authority, or familiarity in the asking changes that arithmetic.
Report an impostor
Impostor operations reported through the contact section are recorded on this page as dated notices, so the public record grows with what the public reports. Notices recorded as of October 16, 2026, none. The first impostor will be named here with the evidence, and the entry will not be removed when the operation folds, because a record that forgets is a record that can be re-run against the next person.
Status, plainly. This page is a standing record and changes only by dated entries. If it does not say we issued something, we did not issue it.
